So what are the police doing when they react? My guess, just cross another off the list. The police do surveillance. So they know where these dummies hang out, do drug deals, and just plain loiter.

Now here's the rub. There's a law on the books about not associating with "Known Criminal Offenders" as a condition of probation and parole. So why are documented gang members associating? Are they not "Known Criminal Offenders"? Just look around your neighborhood, no matter the city you live in.
